Ok, a bit more obscure, but keeping with the capital cities theme, or... to be more precise a "historical" capital:

The city was the country's capital about 60 years ago (albeit only for a few weeks).

Other clue: Cathedral.

I've finally found it Godot! It's the town of Tromso in Norway. I've been checking countries everywhere that have displays of the northern lights. I don't know how I missed this one earlier especially as I worked out you are from Norway.
