Calling A Mobile Off That'S Off

Here in Thailand, if you call a mobile phone and the phone is off, you sometimes get that "call back service" message. Do I need to leave a message or will the person know I called when she/he turns the phone back on. In the States, if you called when the phone was off, the person would get a "missed call" message when the phone was turned on again and would see the number or name of the person who called. I hate leaving messages, so I was wondering if it's even necessary.

ETA: Title should be "a mobile PHONE that's off."

DTAC does that too for me. And I'm sure True also offers this basic feature. But in the case of DTAC at least you have to have it activated.

So it will be variable and many people will have voicemail without being aware of it.

This is probably why nobody here leaves a message on your voicemail and prefer hassle you by calling you again and again until you reply.
