Chronic Rash Meds?

I get recurring itchy red rashes on arms and legs which spread over large areas and last for weeks or months. have tried many things over the years but the only meds which really work are steroid pills with anti hystamines. Trouble is when stopping the pills after a few days the problem returns. Last time I went to a clinic they wanted to give anit biotic shots for some reason even though they agreed it is not caused by bacteria. As I don't get this at home I put it down to the heat and humidity here. The rash is always hot to the touch, chinese medic say 'too hot inside' but the pills they give out never work. Any ideas, is it safe to keep taking (low dose) steroids?
