Just wondering which bank in cambodia will issue visa debitting card to international artist/LINUX developper(holding a third world country passport ) living in cambodia?

urgently need visa card for booking etickets online, but the bank in provincial town rejected my application with no reason, kept saying "not safe on the net" which's a nice excuse fore sure,....got frustrated with those malaysian and singaporean and evil red china /hk/taiwan/macau/ausse+NZ owned banks in cambodia, especially malaysian controlled banks in cambodia, very greedy and meanful, guess it's the high order from their new red evil master s from beijing, Cambu public bank really realy greedy unfriendly towards international customer...

or because starting from this week world economy goes into big slums and depression? then every bank tighten up towards card issuing///

Or i should hop up the bus /ferry to vietnam border, give a try of vietnam banks with 6 months business visa in hand ?also how about phillipine/indonesia/ east timor banks,still easy to grab a visa debiting card?

OR ANYBODY CAN RECOMMEND ME A BANK IN ANY OTHER COUNTRY CAN ISSUE VISA DEBITING(OPENNING AN ACCOUNT) BY AIRMAIL OR VIA INTERNET AT REASONABLE SERVICE FEES?

Not sure why you are having problems, as I have had accounts with several Cambodian banks, including Acleda, Canadia, SBC, Mekong, and ABA and have always had Visa or Mastercard debit cards which worked both internationally and on the internet. In this respect, Cambodian banks are much more foreigner-friendly than Thailand or the other 3 Asian countries in which I have lived and worked.

The only one which seems to be consistently problematic with their anally-retentive account opening procedures is ANZ.
