if a apartment or condo do not have internet; is it easy to get adsl? do you need to first have a standard phone to get it?

Not easy to get set up but depends where you are? Would most likely need a Non-B etc. visa and a work permit if you are new here.

You don't need a "phone" but you will need a "phone line" then see who services it and call them or go to the office Eg: TOT

You might be better off buying an "Air-card" from somewhere and using that if you need internet fast.

You will need to provide more details to get better feedback.

You will need a direct phone line, not through the building exchange.

Talk to your landlord and see if that it possible

and if he will help you with the ADSL connection

Check and see if they have Wifi Internet coverage for your area/buidling.
