IMO, no. They are killing because they are being paid to do so, not because of any plan other than to make money.

Soldiers during wartime are killing legally. Serial killers are not.

It all depends what you define as a war, doesn't it? Some of our Irish friends would differ from an Englishman like me. But then, why shouldn't they? Who's to say I'm right?

They are being paid sure, but the mode of killing is often the same, hence they could be classified as serial killers.
