Is it possible to pay bills in Thailand either online or over the phone using a UK debit card, I'm currently in the UK and having problems with my Thai Online banking so paying with debit card is my only option

It all depends if the company you are paying a bill to accepts all credit/debit cards. Sometimes they don't want to be paid via credit/debit card due to the associated fee. And sometimes they only accept Visa/Mastercard/etc issued by Thai banks. Basically you will need to contact the company you owe the bill to in order to see what forms of payment they accept.
