'Areas facing floods will be revealed'

BANGKOK: -- The government will be able to inform the public no later than next month about which areas are at risk of being flooded, those that will be safe, and those to be used as catchment areas, Prime Minister Yingluck Shinawatra said yesterday.

"The accuracy of the forecasts may not be 100-per-cent precise, but will be based on analyses and expected to yield closest results," she said at a press interview at Government House. "For example, storms and monsoons anticipated in certain areas may occur elsewhere."

The prime minister said one thing the public would surely be told was the progress of flood prevention work and budgets earmarked for relevant projects.

Yingluck also dismissed media criticism that the bidding process for flood prevention work was rushed and greater importance had been placed on foreign companies than local bidders. She said there were many Thai-owned companies tendering for the projects, and the process was open to everyone.

Asked about details of flood prevention projects as the government nears the first anniversary of its declaration of a master flood and water management plan to Parliament, she said the construction of infrastructure was 70-per-cent done, while flood and water management plans had been integrated. Details would be made public no later than next month.

Science Minister Plodprasob Surassawadee said a press conference would be held on July 24 for the media and opposition to clarify claims that the government rushed its bidding process.

Plodprasob also accused the Democrat Party of campaigning against a planned weather study project by the US National Aeronautics and Space Administration (Nasa) at U-Tapao naval airbase in Chon Buri, because it wanted to keep from the public a Nasa study showing that the massive flood last year resulted from mismanagement by the previous government.

He challenged the Democrat Party to file defamation lawsuits against him, and also against Nasa scientists, so that he could clarify issues about the project in court.

The press conference will be held at the main auditorium of the National Science and Technology Development Agency in the Science Park compound in Pathum Thani.

Meanwhile, more than 200 people gathered outside district offices in Bang Khae and Bang Khen in the north and east of Bangkok respectively, to demand Bt20,000 in compensation for their homes being flooded last year. They dispersed peacefully after being promised that their demand would be passed on to relevant agencies.

Assawat Apaiwongse, an adviser to Deputy Bangkok Governor Theerachon Manomaiphibool, said he learned that the rallies were organised by Pheu Thai MPs. He said the MPs should have led protesters to rally at Government House, as the extra money would be approved by the Pheu Thai-led government, not by the Democrat-ruled Bangkok Metropolitan Administration.

I seem to recall one of the Ministers declaring, about 6 months ago, that there would not be any floods at all this year. Ho Hum.

which floods?

I was with the idea that due to the government's outstanding efficiency, there will be no floods this year!

Now, they will reveal which areas will be flooded. I take it they are not talking about India or Cambodia, but Thailand, right? So, when do they lie then? Before, now, or later?

I have a pretty good idea about the answer though!

Urgent policies to be implemented in the first year. I have come to the conclusion that 'flooding' has been redefined as 'expanding irrigation areas'

"1.4 Promote integrated water management and promptly expand irrigation areas by expediting effective water management at the national level to prevent floods and droughts; support the agricultural sector by constructing a large, medium and small irrigation systems; revive the dredging of existing canals and water resources; expand the area utilizing electrical water pumping; constructing small canal networks running into fields and expanding the area allocated for land readjustment to increase the effectiveness of the use and treatment of water; encouraging the maximization of water benefits and suitability of water to different kinds of plants; and, extensively providing water supply for fields and communities."

I have the feeling that a couple of members here are not sleeping well, awaiting for the "truth" to be revealed. I feel for all those people, Thai or non Thai, who had to face such terrible floods (and losses) last year, have not received any compensation yet (promised to be paid immediately months ago...), have not recovered yet, have not finish to fix the damages yet, and are now told that they might be again the unlucky winners....

But the water will flow around the 70% through the unfinished 30% and go where ever it wants anyway.

Not to mention some areas are catchments and others are not...

So he gets to be living in the catchment areas?

Bets on THEIR median incomes not being in the top 50%.

Love this line:

Of course what years has the monsoon NOT being in Thailand?

Now which infrastructure would be 70% done, my dear? The 70% deals for the scond half of this financial fiscal year? Water management, of course, has also been integrated into future plans, but just not quite now!

All democrat voting areas will be facing possible floods

Ahh, so you are indirectly advising that the local deity that lets loose the rains that cause the floods will have spoken?

Will the rains and resultant flooding wash away those that have evil in their hearts and that have venom drip from their lips? Will the floods also nourish the rice paddys bringing forth a bountiful harvest that will feed the nation too?

If so, I think I just might discover religion and make an offering to the Flying Spaghetti Monster.

BTW, the south which is a strong Democrat party stronghold didn't suffer from major flooding like Bangkok last year. Are you suggesting that Phuket and the Pattani triangle are now at risk? Should I invest in a boat or perhaps build an ark to save other Pastafarians?

No, but they can show the canals that were blocked and built over by land developers and they can show the illegal forest clearing and the illegal land developments. Those things didn't start up last August.

"atmospheric research study" and later they told something that they will put the equipment to "detect radiation" into Thai airplanes and do it for the NASA.

So it wasn't planed to look down.
