Thank you very much for your question. Actually, ตอน and เมื่อ, they have the same meaning (when) but we use them differently. For ตอน, it's a spoken language (in conversation) while เมื่อ is more like a written language and it is a little bit more formal.

For example:

ตอนดิฉันอายุ 20 ปี ดิฉันเคยไปเที่ยวที่ต่างประเทศ

When I was 20 years old, I had been to foreign country.

However, sometimes we can use เมื่อ in conversation as well, but we rarely use it (ตอน is used more often).

เมื่อเขามาดิฉันก็ไป

When he cames, I go
