Army chief meets military officials, Muslim leaders in South

BANGKOK, April 10 – Army chief Prayuth Chan-ocha made a field trip to Thailand’s restive South today for a first-hand update on the troubled situation and a meeting with Muslim religious and community leaders.

He said Prime Minister Yingluck Shinawatra, in her capacity as director of the Internal Security Operations Command, has instructed southern authorities to intensify their protection for the local population, especially in urban areas.

He met with the premier before his departure and was accompanied by the prime minister’s adviser Yuthasak Sasiprapa.

The army chief is to be briefed by Fourth Army Region commander Sakol Chuentrakul on military operations in the last six months and the army’s plan for the next six months.

The briefing will be followed by a meeting with military personnel to extend his Thai New Year’s wishes for the annual Songkran festival.

He will visit the central mosque in Yala province where he plans to meet Muslim religious leaders and community heads.

Gen Prayuth said the possible delay of the April 29 peace dialogue between Thai security officials and Muslim rebel leaders in Kuala Lumpur should not be a subject of the media’s attention.

The National Security Council is responsible for the peace talks, and they must not put Thailand at a disadvantage, he asserted.

Meanwhile, a group of 233 former suspects in connection with southern insurgency and criminal activities held a special forum at the Tanyong Hotel in Narathiwat province to express their frustration and seek government assistance in their assimilation into the Thai society.

Tawee Sodsong, secretary general of the Southern Border Provinces Administrative Centre (SBPAC), and Narathiwat Deputy Governor Samart Varadisai, attended the meeting to jointly find solutions to their problems.

The 233 people, formerly on arrest warrants, separately gave themselves up to the authorities who promised to treat them fairly and return them to society as free men.

They said they could not find jobs and have been rejected by society.

The group asked the SBPAC to explain their status to potential employers and stop calling them “southern criminals”.

Santi Chuduang, chief of the southern rehabilitation centre, said the government is willing to help them and the authorities will boost publicity to create a better understanding among southern communities.

The former suspects surrendered to the authorities and went through a process to prove their innocence under the government’s scheme to resolve the long insurgency in the South. (MCOT online news)

Thailand's legal team travels to the Netherlands

BANGKOK, 10 April 2013 (NNT) – The Education Minister is traveling to The Hague, the Netherlands, to fight in the Phra Viharn temple case, defending Thailand’s right and sovereignty in every legal aspect.

Deputy Prime minister and Education Minister Phongthep Thepkanjana, who is leading Thailand's legal team in the Phra Viharn temple case against Cambodia at the International Court of Justice (ICJ), revealed that the final oral statement was nearly completed and its context had been presented earlier before the Cabinet.

Mr. Phongthep affirmed that the Thai legal team comprising first-class legal experts in international laws would fight the case with extreme caution and determination and care.

The ICJ is scheduled to hold public hearings on the case during April 15-19, during which Thailand and Cambodia will each be delivering 2 rounds of verbal statement.

The hearing will be streaming live via websites of the ICJ and the United Nations. In Thailand, the Ministry of Foreign Affairs (MFA) will set up a press center at the Ministry to provide information on the case and updates to the public during the period.

The hearing will be aired live in French and English with real-time Thai translation via www.phraviharn.org, the National Broadcasting Services of Thailand (NBT channel), Radio Thailand FM 92.5, MCOT radio and MFA’s Saransom radio.

Crowding expected at Suvarnabumi Airport during Songkran

BANGKOK, April 10 -- Suvarnabhumi Airport is expected to be crowded during the long Songkran holiday weekend and passengers are advised to arrive 2-3 hours earlier for check-in.

Suvarnabhumi Airport Director Vilaiwan Nadvilai said 1.6 million passengers are expected to use the facility between April 9-18 or 164,000 passengers daily on average.

She said 85 per cent would be passengers for international flights while 15 per cent would be domestic travellers.

Ms Vilaiwan said during the period, 19 regular airlines and charter airlines have asked to increase their numbers of flights to a total of 427 flights. China Eastern Airlines has increased 182 flights.

She said Suvarnabhumi has prepared upgraded security measures and facilities for passengers. A coordination centre has been set up to facilitate travellers as a result of collaboration among airlines, the Immigration Bureau, Tourist Police and Customs Department.

Ms Vilaiwan also advised passengers to arrive at the airport early for check-in procedures as long queues of travellers are expected. Passengers for international flights should arrive three hours in advance and two hours early for domestic flights. (MCOT online news)

Ex-audit commission chairman gets 3-year suspended jail term

BANGKOK: -- The Supreme Court Wednesday handed a suspended sentence of three years in jail to a former audit commission chairman convicted of a lapse of duty in 2001.

The high court's decision effectively ended the long-drawn-out court battle stemming from infighting at the State Audit Commission.

As commission chairman in 2001, Panya Tantiwarong at his own discretion chose three candidates for the position of auditor general.

The three were Prathan Dabphet, Khunying Jaruvan Maintaka and Nonthapon Nimsomboon.

The Senate eventually voted to nominate Jaruvan for the royal appointment.

Prathan and public prosecutors jointly tried Panya for a lapse of duty.

The prosecution contended that Panya was obliged under state audit law to nominate only one candidate, which should have been Prathan, who had secured the endorsement of the selection committee.

In 2006, the lower court convicted and sentenced Panya to three years in jail.

Foreign investors to be allowed to bid for high speed train projects

BANGKOK: -- The Transport Ministry will allow foreign investors to submit their proposals for developing high speed train projects in September and October with an eye to kicking off the projects next year.

The ministry will also start conducting environmental impact assessments for the four high speed train routes in June with the target to commence construction by 2017-18, Chula Sukmanop, director-general of the Office of Transport and Traffic Policy and Planning, said Wednesday.

The northern, southern, northeastern and western routes would not only link Bangkok to the provinces and also link Thailand with Asean country members after the Asean Economic Community (AEC) goes into effect in 2015, he told a seminar on the transportation network as the way to develop the city organised by Thansetthakij newspaper.

The ministry also is studying business models to develop the high speed trains, including a joint venture with the private sector.

Red shirts rally, demand amnesty and release of prisoners

BANGKOK: -- The United Front for Democracy Against Dictatorship (UDD) rallied at Sanam Luang Wednesday to commemorate the third anniversary of the April 10 crackdown on protesters.

Around the rally stage, shops sold red-shirt T-shirts, stickers and souvenirs, while tents were set up to exhibit images of the crackdown and the damage incurred during the 2010 political unrest.

Police were on hand to provide security and control traffic in the area, while medical personnel manned a station nearby.

Mobile toilets were made available for the crowds attending the event. red shirts also gathered at Democracy Monument, despite the punishing temperatures.
