In many Western countries he would also be committing an offence for not being in full control of his vehicle, by riding with one hand.

Obviously it doesnt bother me, i don't even ride a bike anymore. Just making a point of the policing here. Its funny in the video and im sure the offence won't be followed up on. Its just strange that the police give fines out when they feel like but not when it's related to a funny video.

The 100% helmet rule was introduced here at the same time as it was introduced in Vietnam. If you've ever been to Nam you'll notice absolutley everyone wears a helmet. Why did the rule not work here but it did there?
