Can anyone tell me if you can buy here on Samui a telephonecard to make cheap calls to the UK?

Do you have a mobile? Better to buy a Thai sim and use that, dial 007 or 009.

Alternatively, every 7-11 sells an international phone card which you must use from a payphone, again dial 007 or 009.
