Govt to ask commercial banks again for loans to pay farmers

BANGKOK, Feb 12 – The government will renegotiate with commercial banks for loans to pay farmers who sold rice under the state subsidy scheme, according to caretaker Deputy Prime Minister Niwatthamrong Boonsongpaisan.

High speed train proposals ready for the next administration

Passport processing capacity still short of demand in many provinces

PHITSANULOK, 12 February 2014 (NNT) – People still flooded to the 18 passport offices throughout the country, on the 2nd day of service resumption, prompting officials at some of the offices to stop giving out queue numbers since the first hour of service on Tuesday.


At the Phitsanulok passport office, people began waiting in line for the opening hour since 5 am on Tuesday morning. As the queue numbers had been given out before the opening hour, around 100 people who also came early had to go back home empty-handed.

Meanwhile, people in Chiangrai opted to reserve queue numbers in advance before visiting the Chiang Rai passport office to apply for their passports or have them renewed. The office has a capacity to process only 100 passports per day, and the queues have already been fully booked until February 20.

In Phuket, people started arriving at the passport office since 1 am. Since the office was able to process only 130 passports per day, visitors were told to reserve their slots one day in advance.

PHUKET: -- A ROUTINE visa run to Penang late last month hit a speed bump at the Malaysian border when visa runners returned to the van from the immigration checkpoint to find their driver had absconded.

BMTA to buy more NGV buses in May

BANGKOK, 12 Feb 2014, (NNT) - The Bangkok Mass Transit Authority (BMTA) has advised a Terms of Reference (TOR) Meeting that it would buy 3,183 NGV buses this May, anticipating the first group to be delivered at the end of this year. Acting BMTA Director, Naret Boonpiem, reporting on the TOR meeting ahead of the purchase of NGV buses, said that 1,524 of the new buses would be equipped with air conditioners.

Other variations would include buses either with or without steps. He said the latter would easily be able to load and unload passengers in wheelchairs, adding that these AC buses would run on Bangkok’s 108 main routes.

The other batch of buses would not be equipped with AC, but they too would have some form of wheelchair assistance feature installed in them, Mr. Naret added. The BMTA would soon summarize its TOR meeting for public information on its website, after which, if there was no alteration to the plans, it would proceed with the purchase.

The BMTA revealed that it would be able to choose the NGV bus manufacturers and sign a deal by May, expecting the first lot of buses to be delivered at the end of this year.

Meanwhile the TOR meeting also approved the modification of some buses, raising the floor to avoid hitting uneven roads and bridges in Bangkok.

Buriram sets up drought relief center

BANGKOK, 12 February 2014 (NNT) – Buriram has set up a relief center after an early drought hit the province, while declaring a drought emergency in one of its districtts.


Buriram Governor Thongchai Lue-Adun has ordered the Provincial Disaster Prevention and Mitigation Office to establish a drought relief center and speed up help for victims in the drought-hit zones. Meanwhile, a drought emergency has been declared in Buriram’s Phutthaisong District, meaning people living in the district are in urgent need of assistance.

According to the Governor, authorities have been working hard to distribute water to all affected areas as he expects this year’s drought to last longer than in any other year.

Because Buriram Province does not have any large dam, the people must rely on small- and medium-sized reservoirs in order for them to get through this annual tribulation.

NIDA suggests government give back rice to farmers at 1.5 times amount pledged

BANGKOK 12 February 2014 (NNT) — NIDA has suggested the government give rice back to farmers in order to reduce its rice stockpiles, adding that the rice given back should be 1.5 times as much as the amount originally pledged.


Former Dean of the National Institute of Development Administration (NIDA) Adit Isarangkul na Ayutthaya has advised the government to give back rice to the rice pledging farmers at 1.5 times the amount pledged.

According to Mr. Adit, doing so would allow the government to relieve itself of its financial burden towards the farmers. Moreover, giving back more rice, at 1.5 times the amount pledged, would allow farmers to sell the returned rice at market prices-between 8,000-9,000 baht per ton- but receive as much income as selling the original amount at 12,000 - 13,000 baht per ton to the government.

Farmer hangs herself

Another farmer in Klong Larn district of Kamphaengpet province hanged herself yesterday after suffering extreme distress for having no money to pay overdue loan. She was refused payment for her rice pledged under the government’s rice-pledging scheme for months.

Protester died from heart failure, not wounds: Hospital

BANGKOK: -- Rajavithi Hospital on Wednesday said Anon Thaidee, 65, who was wounded in a bomb attack near an anti-government rally site last month, died of heart failure, not from the injuries obtained from the blast.

The hospital director Dr Udom Chaowarin said Anon, who suffered from shrapnel wounds to the head, received treatment and was well on the way to recovery when he was discharged.

However he was rushed back to the hospital earlier this week for chest pain. A CT scan revealed a pulmonary embolism, an often fatal condition.

Phichit farmers protest against PDRC

PHICHIT, 12 February 2014 (NNT) -- Farmers in the lower northern province of Phichit this morning staged a protest against the anti-government movement, blasting its attempt to block the government's efforts to secure funds for the rice pledging program.

Hundreds of farmers from Phichit gathered on Wednesday morning at a major intersection to express their opposition to the People's Democracy Reform Committee (PDRC), who they believed have been blocking the government's attempt to pay rice farmers for rice pledged under the pledging program.

According to Sornchai Sibyom, a farmer from Sam-Ngarm district, the PDRC's rally against the government is a major reason for the delay in payment because the group has forced financial institutions not to extend loans to the government to fund the program.

Farmers in Phichit will join forces with farmers from nine other provinces in the lower North to stage a larger protest in Nakorn Sawan against the PDRC for using farmers as a tool to oust the caretaker government.

'Gunfire Attack' At Prominent Monarchy Critic's House

BANGKOK: -- Unidentified individuals have allegedly opened fire at the residence of the historian well-known for his criticism of the Thai monarchy.

Mr. Somsak Jeamteerasakul, who teaches at Thammasat University, said on his Facebook account that two assailants entered the residence before firing live ammunition and rubber bullets at his house and his car this afternoon.

A brick was also thrown at the house, Mr. Somsak said in a Facebook post, which included photos of bullet holes on his house and vehicle.

Mr. Somsak said he was inside the house at the time, and his neighbours also reportedly witnessed the attack.

The historian did not mention any injury.

Due to his fame as a rare critic of the Thai monarchy, Mr. Somsak was targeted by the authorities for his remarks. Insults of the Thai Royal Family is punishable by up to 15 years in prison under the Article 112 of the Thai Criminal Codes.

The military has recently threatened to take legal actions against Mr. Somsak for his alleged offensive remarks concerning the monarchy.

Bank, agencies help protest-affected SMEs

BANGKOK, Feb 12 - Thailand's leading commercial bank KASIKORNBANK is working with related agencies mapping out measures to assist tourism businesses negatively impacted by the current political protests.

The bank's business alliances are with the Tourism Council of Thailand (TCT), the Thai Chamber of Commerce, and the Office of Small and Medium Enterprises Promotion (OSMEP).

Mainly small- and medium-sized enterprises such as hotels, restaurants, tour agents, spa, car and boat rental agencies as well as souvenir shops will be assisted.

KASIKORNBANK will provide flexible loans with 6-month interest payment. New investments will be given the maximum of 12 years for loan installments.

According to Piyaman Techapaiboon, TCT president, the number of foreign tourists entering Thailand this year was previously expected at 29.9 million, generating Bt1.35 trillion in revenue.

However, it is predicted that the first half of this year would see a drop of 1.8 million travellers, resulting in a lower forecast revenue of Bt82 billion.

Meanwhile, Ministry of Foreign Affairs announced that 48 countries are still listing travel warnings to Thailand, advising their nationals to be careful in their journeys to Thailand and to consider the necessity of their trips.

Many countries and territories continue to update their travel warnings. The latest updates were made at the beginning of February by the UK, Italy, Taiwan, South Korea and New Zealand, suggesting avoiding trips to Bangkok's protest areas despite the Feb 2 general election having passed.

Hong Kong continues a 'severe threat' warning level where all travel to Bangkok must be avoided. (MCOT online news)

CMPO to announce names of suspected funders of protesters by Monday

BANGKOK: -- Department of Special Investigation chief Tarit Pengdith said the Centre for Maintaining Peace and Order may Thursday announce names of 61 businesses and persons suspected of providing financial support to protesters.


He said if the names cannot be announced on Thursday, the list would be made public by no later than Monday.

The names include three persons and the rest are business firms.

He said officials had checked 136 persons and businesses and had strong evidences against 61 suspected funders.
