Have a friend arriving next week who will just get the 30 day visa on arrival. If she wants to stay longer than that what are her options? Preferably without doing a border run.

It is a 30 day visa exempt entry not a VOA. The longest extension she can get is 7 days.

If she does not have a return or onward ticket out of the country within 30 days she can be denied boarding his flight.

She should of gotten a tourist visa before traveling.

Yes. She needs a Visa before travelling.

If she makes it to Thailand the best she can hope for from Immigration is 7 days extra to leave the country.

A fee of 1,900 Baht.

Will someone please explain what the differences are between a 30 day visa exempt entry and a visa upon arrival?

Can someone arrive here without a visa and go to the visa upon arrival office and get a tourist visa?

Only certain nationalities can get Visas on arrival.
The fee is 1,000 Baht and gives a stay of 15days.

Can someone arrive here without a visa and go to the visa upon arrival office and get a tourist visa?

As I know .

Certain countries can just arrive by PLANE and go straight to immigration and are given 30 days VOA.

Visa on arrival

For all the hassle if you want to stay longer get a visa in your own country .
