A mates rental bike got stolen, they say they want 46,000 baht.

I'm just wondering, would these not be insured?

Traffic insurance is compulsory, but many rentals don't even have that. (check the sticker)

If your friend lost it, unless he actually signed on for some insurance, I think he has to pay for it.

If it was a scooter 46K sounds like the price for a new one. Find out how old it was, and from there you should be able to work out a fair second hand value.
