Actually, they are squid boats. The green fluorescent light attracts the squid.

There are other areas and other types of commercially viable fishing products.

Someone once told me that in areas off Mexico they use light to attract Octopus to come to the service at night where they can be caught and sold later.

I don't know the exact details but I believe there are many species of small fish that come to the surface to spawn in certain times of the year if the water is calm and the Moon is full.

I believe this technique is also used for those that have commercial value.

Not only on the ocean either, from what I'm told, the same idea works on large freshwater lakes.
