Done a bit of research since my original post. Conclusion: Go to Vasu, Sukhumvit Soi 7, failing that 'Green' Super Rich, near Big C Rajadamri. Appears Hua Hin has no realistic way of changing money other than at the banks.

Out of curiosity. Why Chinese, and what's wrong with banks? Also what rate did you get at Vasu?

It's just that the banks' exchange rates are poor compared to the semi-legal money changer rates. If you are exchanging a large sum this can make a difference of a few thousand baht. You can check out the money changer rates on their websites and make a comparison with those of the banks but you'll find the bank rates are always inferior. I say 'Chinese' because it's been my experience that these shops in Thailand are customarily run by Chinese, but in fact the owners might be of Thai or Indian origin I suppose.
