I know there are schools that teach Thai and you can get a ED Visa on the back of this but does any know of any schools that teach Mandarin or a teacher that does.

Pretty sure in BKK this would easier to find but here in Samui - not so sure.

Mandarin is taught at ISS (was Bluewater) and I think that the teacher might give private lessons. No ED visa involved though.
