Thais urged to wear yellow and download speeches app

BANGKOK: -- Prime Minister Prayut Chan-o-cha has urged all Thais to wear yellow shirts throughout December in honour of His Majesty the King's 87th birthday.

"On this auspicious occasion, I would like to invite all Thais to wear yellow shirts throughout the entire month of December, to display our loyalty and gratefulness to His Majesty the King," Prayut said in his pre-recorded speech for his weekly TV programme that aired yesterday morning.

Prayut also urged the public to download and share a mobile app that features the King's speeches.

He said the app was developed by the Information and Communications Technology Ministry, the Electronic Government Agency and the Office of His Majesty's Principle Private Secretary.

It was called "Happiness and Contentment as taught by Father's Application".

The app features nine categories of royal speeches - education, fairness, unity, responsibility, the good of the whole, development, sufficiency, virtues and ethics, and happiness and goodwill.

It was made to commemorate His Majesty's birthday on Friday.

"I ask that everybody help circulate this application and make use of it, so that all may adhere to His Majesty's teachings in their lives and bring about sustainable and true happiness," Prayut said.

"I invite all Thai citizens to do good deeds for the Royal Father. Everybody can easily do this."

Thailand joins ranks of 'not free' nations

BANGKOK: -- Thailand's internet freedom has slipped from "partly free" last year to "not free" this year, placing it among the ranks of China, Vietnam, Iran and Libya in that category, according to the latest annual report by Freedom House.

"After the coup, the NCPO [National Council for Peace and Order] made dozens of arrests, stepped up digital surveillance, infringed on online privacy and create a climate of fear where Internet users conducted an on and offline "witch hunt" against fellow citizens," the Washington DC-based organisation stated.

Freedom House noted that charges of lese majeste and computer-related crimes brought by Internet users against fellow citizens increased along with political detention. "In the month after the coup, there were at least five cases of a lese majeste charge added when an individual was already in detention. Three notable ones involved digital content."

Even those who use the Internet anonymously have come under threat since the May 22 coup, the organisation noted.

"In late May, the MICT reportedly proposed to establish a single national gateway to the International Internet to expedite monitoring and censorship online content that is deemed illegal. Reports in June 2014 said MICT officials were consulting with vendors to implement plans, which would require every Thai citizen to authenticate their identity using their smart ID cards before logging onto the Internet."

Another control method cited by Freedom House was surveillance to capture personal data.

"In early July 2014, many Thai Internet users found that visiting blocked websites prompted a screen with a TCSD logo and a message explaining it had been censored. Attempting to close the message triggered a request for consent to share the user's personal data, apparently through a Facebook app titled Login. Clicking "Agree" automatically compromised users' Facebook account details." Calls are also made for Internet users to uncover suspicious activity online. Harassment outside the legal system is also taking place and the organisation cited the case of historian Somsak Jiamteerasakul, now in self-exile, who is known for posting critical remarks on the highest institution.

Despite the ongoing surveillance, blocking of websites and prosecutions of Internet users, Freedom House noted that the Internet is increasingly becoming a major venue for political debate along with notable resistance to state's restriction.

"Online activists have proved resilient and creative in countering

limits on content. Circumvention software to access blocked sites is readily available online, and content producers often republish information on alternate sites."

Gov't to establish One-Stop-Service Center for issuing official permits

BANGKOK, 6 December 2014 (NNT) - The government is to set up a One-Stop-Service Center to process public requests for official permits, in a bid to provide greater convenience and cut down chances of corruption.

Prime Minister Gen Prayut Chan-o-cha said in his weekly television program "Return Happiness to the People" that his government eyes to shorten the duration of official service on the issuance of various permits.

The draft Bill on the Establishment of a Center to Facilitate Issuance of Official Permits authorizes all ministers to set up a one-stop-service center as a coordinator between the government sector and the people to ensure the latter’s requests would be processed immediately.

The center will process all types of requests that are not related to the decisions of the parliament, the cabinet or the court of justice. It will not proceed on any application asking to use natural resources.

The officers who have received the requests will be authorized to check the transparency of the documents and must fulfill their purposes within seven days.

Gen Prayut also mentioned in the TV program that the government has amended regulations to facilitate foreign investments. It has also set up a legal consultancy clinic for people with no nationalities and expand the registration of illegal workers to cover the Vietnamese, said Gen Prayut.

71-year-old man found hung from rail of train's stair

A 71-year-old man from Ayutthaya was found hung with pha khao ma cloth from a rail of the Phitsanulok-Bangkok train's stair at a Phitsanulok railway station at 5 am Sunday, police said.

A railway worker found the body of Sanong Rodpuengkrut when he was about to connect a train engine to the train. His belonging and walking cane were found nearby.

Earthquake hits off coast of Papua New Guinea

Sydney - A magnitude-6.7 earthquake struck under the ocean near Papua New Guinea Sunday, reports said.

The quake was more than 100 kilometres off the coast of Bougainville Island, with aftershocks registering 5.2 and 5.0, according to Geoscience Australia.

Senior seismologist Mark Leonard told national broadcaster ABC little damage was expected as the island is sparsely populated and any tsunami would be about half a metre.

Road safety measures launched to reduce accidents during upcoming holidays

BANGKOK, 7 December 2014 (NNT) -- The national police bureau has launched stringent road safety measures to prevent road accidents during the upcoming New Year Holidays.

Deputy Commander of the Royal Thai Police, Police General Ruangsak Jarid-ake disclosed on Sunday that the bureau was aimed at providing both convenience and safety for commuters over the New Year Holidays.

Traffic command centers across the nation have assigned more police officers and other related units to man check points and enforce tougher regulations since December 1st in a bid to better prepare.

According the World Health Organization, Thailand is one of the countries with the highest rate of road accidents in the world. The number of road accident-related deaths in the nation usually shoots up during major holidays, including the New Year, when millions of Thais travel by roads to their hometowns and tourist attractions.
