What is the procedure when moving to another province in Thailand regarding retirement extension. Do I have to start all over, or only go to the immigration in the new province when its time for renewal of the existing extension?

No you don't need to start over.

All you need to do initially is complete the change of address procedure at the new immigration office. Then you start 90 day reports at the new office, and when your current extension ends you apply for the next extension at that office.
