Obtaining a Certificate of Residence from British Embassy BKK

First off, is this actually possible to do? I couldn't find anything online about them doing a service on it.

Secondly, I'm correct in thinking that you CAN get a certificate of residence on just a tourist visa?

Thirdly, does anyone know (if they have done this in the past) what you actually need to bring. Signed photocopy of the house owners ID card, documents of house ownership, etc?
