BANGKOK: -- The Finance Ministry will try to keep retail lottery price at 80 baht a ticket starting with lottery tickets for June 16 draw, said Deputy Finance Minister Phisut Srisuphan at a seminar on Monday.

However, he insisted that the ministry had no plan yet to change the lottery quota.

Meanwhile, Mr Monthien Boonton, deputy chairman of the social affairs committee of the National Legislative Assembly, blamed the government’s policy for not taking any financial risk for overpriced lottery problem because 70 percent of lottery quotas have landed on the hands of the big wholesalers who have made profits from lottery.

Mr Monthen also said that the lottery bill which was already vetted by the Council of State was outdated than the order issued by virtue of Section 44 to resolve the overpriced lottery problem. He suggested a complete overhaul of the lottery distribution and revenue sharing structure.

However, Maj-Gen Chalongrat Nark-arthit, director of Government Lottery Office, assured that the lottery bill was enough to resolve the overpriced lottery problem.

Agreed! Also they could make an app for phones which allow individuals to pick and choose and pay for their tickets via their cell phones. This would work especially well since Thais are addicted to their phones and apps. It would also leave out the middleman and grant better choices for numbers that are sought after

All you posters recommending electronic purchasing of the lottery are dreaming.

This is a CASH society. Hardly anything is done electronically, not even paying for a house, condo or a car.

The very reason that Thailand is and will continue to operate on cash for virtually everything for the foreseeable future is that cash can very easily be diverted and appear as large billion baht bundles palletised for easy relocation by forklift in the various Generals, Colonels, and elected government officials private vaults.

Jeses wept!!! If all of the secreted cash in all those locations was suddenly released into the market place, we'd see overnight inflation running at 1,000% and it would cripple the entire Thai economy.

You'll be paying 80b for your lottery ticket for a few weeks (maybe), and then it will be business as usual with all the usual nests being feathered.

The market begs to differ.

The market price is not 80 baht.

Control the point of sale and you control the price.

You arent controlling the point of sale.

You can't control scooter riders with no license and no helmet.

Another good move bu the general. The next step is to get rid of those secret barrels, and make all the numbers visible and no one touches the balls. Introduce automatic barrels like in Australia.

Yes and put a 100 000 disabled people out of business ? The real answer is to have lottery machines in each town where registered vendors can buy their tickets. This way all the middlemen are cut out and the vendors can continue their business. If they then over charge they have no defence and must be deregistered.

I suspect the 80 baht ticket will not last. Distribution from Lottery HQ to the farmer in a remote country village needs to pass through many hands and they all need a percentage for this handling.

I like the idea of "online" supply but the Thai people are generally unsophisticated when it comes to purchases by computers, and I can't think how one would claim a prize online ? They would surely like to hold a printed ticket in hand rather than an image on a smartphone.

There is a wide misconception about " online lottery "......The " online lottery " has nothing to do with whether you are computer savvy or not.

You just go to a lottery shop, select the numbers that you want, and an operator will key your number into the lottery dispensing / vending machines,

and a ticket will be printed out for your safekeeping.

Below a simple explanation how the online lottery works :-

1. Lottery dispensing / vending machines will be placed at lottery shops, open in every soi, all over the country ;

similar like 7 Eleven or Mart.

2. Some of the lottery shops can be owned by any individual interested in selling lottery as a business.

3. The lottery shops will hire operators at the counters, to key the numbers into the lottery dispensing / vending machine

4. People queue up and at the counter, inform the operator the number they wants to buy, operator print the numbers,

customer pay for it and they will be given a printed lottery ticket....Finished.....

5. All the numbers keyed into the lottery dispensing / vending machines, the data will be transferred to GLO networking system.

6. Any winning tickets with small amount, the people can claim the prize from the lottery shops ; whilst those bigger prize such as

jackpot, will have to collect from the Headoffice, GLO.

Over pricing - checked....middlemen - checked.....no return of unsold tickets - checked, waste pre-print lottery costs - checked,

disable or poor can be employed as operator - checked... Long term solution - checked...etc.......

Nothing difficult.....its a matter of whether one has the guts to implement them.........and this will change the lottery industry forever.....

Almost all countries that offered lottery are using something of this similar...and gambling addiction, is just an excuse by some holier than thou..

unless suddenly Thailand decided to open casino everywhere.....then maybe they have a case....But maybe not....just look at Singapore....

they built casino few years back and they are thriving and have very little social issue....

Looks like nothing will happen. First the general said he will jail everyone who is selling above 80 baht after 16th of May. Then forgot about jailing and wanted to close down the lottery by 1st June, if the normal price cant be enforced. Now it's changed to a maybe on the 16th of June. Maybe the new deadline of 1st July will be announced this week. May I suggest a 100 baht fine for those, who sell above the face value? It's in line with the normal business practice. And that would show them.
