I've been doing some late-night Google searching around the area I plan to move to, and found an apartment that I'd like to call. It has a six digit telephone number. Are there any extensions that I need to dial with my Thai phone/SIM card, or do I just dial the six digits as shown?

The number to dial would be 038-429695 as it is Pattaya.

As an aside , years ago if you were calling another number in the same area then only the six digits needed to be dialled.

How can you guys tell that it's a 038 area code? I called that number with 038 and no one seems to pick up.

All landlines in Pattaya begin with 038 when calling from within Thailand. If you're calling from outside Thailand you would use the country code 66 and the 38 (you leave off the zero from outside the country)

From the US it would be 011 66 38 ______

I think it used to be TOT phone numbers were 6 digits and TT&T were 7, but that undoubtedly changed.

TOT and TT&T both offer land line phones for your home or office, but often only one or the other is available in any given location. You have to ask. TOT numbers in Pattaya are 038-2xx-xxx and 038-4xx-xxx. TT&T numbers are 038-3xxx-xxx and 038-7xxxxxx.

TOT handles the billing for TT&T, so the monthly telephone bill will be from TOT even if you have TT&T service. Both TOT and TT&T offer ADSL broadband service for connecting to the Internet. When acquiring that service, you will need to know which company provides your telephone service. Remember that it can take many weeks for a phone line to be installed (especially from TOT). People sometimes sell their phone lines if they are not using them. Also, when renting or leasing, a connected phone line may be included (you just continue to pay the monthly billing issued to the owner/previous tenant). The monthly charge for a phone is very low (TOT is 100 baht). However, there is usually a 3 Baht connection fee for outgoing calls. Often, businesses will list their telephone numbers with a dash (-) or slash (/) before the last digit. This indicates a series of telephone numbers available, e.g., if the number is listed as 038-200-003-6 or 038-200-003/6, it means you can call 4 numbers beginning with 038-200-003 and ending with 038-200-006.
