Best android app to highlight photo details with pen and email / save

My friend does this on his Samsung Note , I would like to do it on my Android tablet ,

He has his workers send him photos from out in the field , and he sends back the changes or fixes

Take a picture or get a picture by email

open the photo and put an arrow , circle, and write a note to highlight a problem etc ( in 2 colors would be nice ) with a finger tip or one of the cheap "pens"

Save the original photo and the modified photo , and email it back if needed,

if the App had pre-made arrows ,circles or "bubbles" to put text in that would make it cleaner

Any ideas ?

I downloaded Picasso , it very simple , really too simple , but going in the right direction ,

It takes your Jpeg , lets you draw on it freehand only and saves it as Jpeg and does not modify the original .

It would just be nice to find a better App that does arrows , circles, and ovals and lets you type a message ,
