Providing disabled people full accessibility is a recent phenomenon and although much has been done, more is needed. In terms of treatment, respect, etc., Thais do not treat disabled people any differently than other countries.

Having said that, I can say that in the USA, I don't typically see lots and lots of disabled people roaming the countryside on a daily basis. So to the OP's point about the couple asking that question, yes, it's a little bizarre. I'd be curious to know where they're from.
