Anti-corruption group calls for losss of privileges for corrupt MPs, senators

BANGKOK, 4 February 2016 (NNT) – A group of anti-corruption activists have suggested that members of parliament and senators who are found guilty of corruption should immediately cease to enjoy parliamentary privilege.

Mr. Mana Nimitmongkol, Secretary-General of the Anti-Corruption Organization of Thailand, said that he is content with the new draft Constitution, particularly the parts related to anti-corruption efforts.

But while Mr. Mana reckoned that the latest draft should be able to prevent corrupt individuals from entering politics and save the country from future major graft cases involving politicians and ministers, there remains something that can help perfect the country’s highest law.

He added that the Anti-Corruption Organization of Thailand would like to propose a number of ideas, including the end of parliamentary protection for any political office holders suspected of corruption or fraud, so that they can be arrested even when the parliament is in session.

He said that all MPs must be required to disclose their respective annual budget with no delay to the public and must not be allowed to re-allocate any unused fiscal budget to support their own agenda.

The Secretary-General of the Anti-Corruption Organization of Thailand, is still confident that the fight against corruption in Thailand will be increasingly effective in the future.

A nice thought to have no corruption in parliament, having power leads to favours being done for those

that helped getting them into power it the first place, corruption has to be addressed by the people on the ground,

if it becomes unacceptable to them it will filter up to some degree, you will never stop it completely,

stop giving the money to jump the queue

stop paying the police for not wearing the helmet, etc

circumnavigation by someone to get their needs serviced will always be around period.

How about the loss of freedom? Aka prison.

Corruption is stealing. Stealing from the people you supposedly love and want to help.

But it is not stealing! I bought their votes, and now it is returns on investment... purely business. Ask those who voted for me.

Oh, this is such a good idea. It will never pass, but I like it!

The whole parliamentary protection is a scam, anyone remember the guy that shot his (ex)wife and still could not be arrested. Why would parliamentary protection be needed for stuff like that.

If you don't pay to jump the qeueu you'll be waiting very long.

The police themselves don't wear helmets and drive against traffic/on pavements, so what good example is that?

On Kanchana Phisek i see trafficaccidents every 30 minutes because the police don't do anything there. It's total anarchy.

Blah blah blah, just more hot air. Until the day comes that some of these Hi-So a**holes are arrested and jailed, nothing will change.

That will happen when they have snow drifts in Bangkok

You mean to say only the MPs and Senators are corrupted? If the reforms are not that all-encompassing which include stripping of ranks and lost of pensions of top civil servants, judges and officials of corruption agencies, then it does nothing to reducing corruption.

"the end of parliamentary protection for any political office holders suspected of corruption or fraud"

That would make the appointed NACC one of the most, if not the most, politically powerful organization in the nation. It would make Prayut's use of a continuous secret list of persons suspected of corruption without any evidence referred by secret sources look like a prayer book.

Got a political enemy or irritating political opposition in parliament? Make a deal with the NACC - they're gone. Perhaps even a threat of making a deal will dampen political obstruction. NACC becomes another shadow government (the draft now designs about four organizations that would constitute unelected shadow governments contravening any elected government).

Thanks for this reform idea.

The absurdity of the Meechais draft constitution seems to have no limits to its perfection.

I'd like to propose that this be extended top to bottom, no immunities or protections for anyone, regardless of their (perceived) level in society.

You break the law, you go to Court, you get punished, finished.

No more of this "oh, he's an MP and can't be touched", no more "moving to an inactive post", no more "he's too rich and powerful to be touched and if I help him now he'll owe me big time forever" ... if they are found guilty, jail them, retrieve any assets stolen, stop their pensions and priveleges ... you know, basically punish them, instead of rewarding them.

looks like you are very concerned all your ptp and red politician mates will be called out for their corrupt practices, this will work both ways so all politicians can be liable but once again you realize that your group are the very corrupt so you try to ridicule anything that will catch them rather than accept the truth. What more can we expect from an apologist for them, now to see if any yellows say the same as you or if they are able to see the better side of this.

If I were a big hat, I would see this as perfect opportunitiy to set up a new bureau of immediate loss of privilidge for those that have upset government bureau and reclaiming of assets . this would be a nice plum job for any that are close to retirement and want to set the children and grandchildren up.

It makes me wonder about the religion thing, and i am skeptical of that given that in my country the bigotry is taught from a young age, and its nothing to do with muslim or jew..... If you are brought up in a culture in which there is no good or evil does it mean it is ok to do what you like to everyone else around? I'm sure some of those teachings include helping others, but modern teachings seem to be spend money in temple when you have some and all sins forgiven. difficult to get my head around after catholic upbringing.

I am working on the theory that this is the case, and as I go native i treat all with a smile while working out how to screw them over. I already practise this while driving, I now take this idea into business and local community life.

will report back with results of experiment.

The problem with any constitution in Thailand is the justice system which is too slow and has too many appeals. We see resolution of cases 15 years after the crime. Do as the Chinese do, and shoot the corrupt politicians promptly.

The OP article is spot on and should be taken very serious by the CDC and implimented

Most countries have parliamentary immunity for slander and libel but not for criminal prosecution. Perhaps the CDC should incorporate this aspect.

Great idea of the anti corruption group... no wonder that you as a fanatical PTP supporter are against it given that your side is the most corrupt in this country.

But what is the problem, if they are innocent then they have nothing to fear its not as if a judge will let them arrest people without any proof.

This will only speed up the really slow proceedings by not having to wait till parliament is out of session.

Did you not find it crazy that for instance that guy that shot his ex wife could not be arrested or questioned till parliament was closed ?

This still means they have to make charges stick.. so its not a big secret conspiracy against the PTP like you want to believe.

Doubt you have any facts to back up your assertion of 'most corrupt in this country'. Still most corruption cases seem to be on one side which reinforce Srikcir's comment that most of these cases were done out of political expediency. Double standard comes to mind.

Most of the time its PTP that is getting caught for corruption.. and that has nothing to do with double standards. I can disprove that with simple logic. Also I did not see you comment on any of my other points.

Corruption occurs when a party is in government, who was in government the longest the past years ? So who do you think would have the most cases against them. Simple numbers game. Those who are not at the feeding through cant cheat and the Dems havent been in power long enough to have as much incidents of corruption as the PTP.

Parliamentary protection for corrupt politicians will end just as soon as they stop transferring corrupt cops and government officials to inactive posts.

This is too funny. No mention of jail, or restitution just suspension of privileges if

Corruption occurs only when the NACC decide take up the case and charged the accused. Don't see NACC taking up cases involving Ahbisit, Suthep and even during Chuan's administration. Charges are still in the NACC files and soon reaching its statute of limitation. No doubt the statute of limitation will be reached and no charges forthcoming. That's double standard and political expediency.
