i just bought a car from someone in another jangwat and transfered it to my wife without a problem so i thought i'd explain the steps.

from the seller you need:

1) tabien rot

2) copy of id card of seller

3) copy of tabien baan of seller

4) a power of attourney form signed by the seller authorizing the buyer to move the tabien rot to another jangwat. we got a blank power of attourney form from my lawyer and wrote the specifics in our selves.

the buyer needs

1) id card

2) tabien baan (i think, not sure)

take all of the above to the DMV (vehicle licencing office) in your area and ask to move the tabien rot. this will take about 3-5 days.

when the tabien rot is moved, you need to return to the DMV with the car to transfer to new owner. they will want to inspect the car, (what they can fail you on is hard to imaging looking at many thai cars!).

they gave us the new number plate right away, we were in and out in 1 hour with new plates and tabien rot in my wifes name. cost about 2000 baht on a 350,000 baht car (they do not ask the buying price, they lookit up in a book)

this was in surat thani, don't know if all offices are the same.
