can i use my true modem on 3bb with their settings or would that modem be locked

onto true since they provided it but i own it now since the aggreed period is expired ?

If you know the IP address of the router, username & password, and the settings (VCI VPI, Account username & password) for 3BB then you should be able to use no problem.

As long as it is an ADSL package.
