Will endless lightening = rain?

I don't see how the Thai obsession with lightening is connected to meteorological events!

There are certainly a lot of products available that claim to lighten skin, but apart from bleaching I can't see how can be anything other than a temporary mask. Rain would wash off most of these products, but I still can't see how lightening equals rain!
