The inability to foresee consequences seems to be genetic, or more likely, simply not learned in the way this society brings up children..

Not sure why you think unplanned murders have anything to do with thai society and how they raise their children.. in chicago this happens 100+ times a month.

People get angry.. people have access to guns.. people may be under the influence.. happens many places in the world.

No - it doesn't! In Chicago 100+ Police officers are not murdered by their subordinates as a consequence of a (probably) trivial argument every month. There is a different kind of violence for different reasons which is not a topic for discussion here.

Inability to forsee consequences pervades Thai society and is often seen most clearly when it comes to safety issues, driver behaviour, speedboats, jetskis, electrical safety etc. It also turns up in the education system - teachers assaulting students, students assaulting teachers, murders inspired by vocational school rivalries - and amongst those with the right to bear arms, police, military personnel, wealthy or influential private citizens.

This murder I would suggest is a manifestation of it. Primitive emotional response coming before rational thought processes have an opportunity to suppress it. I think it is probably learned behaviour to do with the way children (particularly males) are brought up in Thai families. That seems more likely than a genetic defect in brain function.
