Help...Chrome Changed To Thai...How To Set Back To English

So like one day recently, when I woke up in the morning to use my computer, my Chrome browser had been reset to Thai script. I did nothing on my end and this change seemed to happen all on it's own. All of the settings menus and right-click drop-down menus are in Thai script. I have done everything I can think of to reset it back to an English default to no avail. I've closed all open tabs and gone into the settings-advanced and deleted Thai and selected English as the default language and closed the browser with no luck. I've done the same and also re-booted again with no luck. I checked my Windows settings and checked that English was the default language setting. Finally, I uninstalled Chrome and redownloaded it using a VPN with an American ISP address and when I opened and installed it it defaulted to Thai. Attempts to again switch it in Chrome's settings to English were futile. All my other programs are unchanged and also my linked Chrome browsers on my other devices (phone and tablet) have stayed in English during this whole time. I'm stumped and out of ideas...any ideas what I need to do to get Chrome back to English...I'm at wits end?
