A quick Google suggests that it is a document to prove someone is still alive and is mainly used to confirm pension entitlement.

as said above, life certificate is a document very useful for retired people and is the proof that we are still living; without this document the pension is suspended ; it must be signed by Thai official ( amphoe, police , immigration etc )

Absolutely required e.g. for German or Swiss pension.

I am not yet in the need but seems obvious that it is not always easy to find a Thai official (with stamp) to certify a foreign language form.

The home country embassies/consulates and honorary consulates will do (at least Germany/Switzerland they do, free of charge for state pensions).

But requires personal appearance of course.

 

If in the future I have problems with Thai officials I would engage the local translator to do a "stamped/fixed" translation.

The life certificate is called:

หนังสือรับรองการมีชีวิต

English style transcript:             năng-sĕu ráp rong gaan mee chee-wít

Official transcript:                       nangsue raprong kan mi chiwit

I tried unsuccessfully to find อักษรย่อ ช. from เงินบำนาญช.
Going to the link I see that ช. should read ชราภาพ = old age.
I doubt that ช. is correct, is it a typo?
