I see fat Tony's (substantial) restaurant has reappeared at Layan Beach , and the Reggae bar guy is selling drinks to beachgoers out of his car and a shack near the road side, and so on. Will these guys never go away?

Not while there is money to be made ... never

That and nothing to fear. No fines, no jail time. No community service. Should make people with illegal businesses clean beaches and fix streets for a while. Would do wonders to this place. Same with all the illegal businesses on the street near the monument circle who block 3 out of 4 lanes. The army cleaned up and now it's worse than before.

The only reason people in the west are so gentle and obedient is extreme law enforcement.

Just this week i have overheard 5 different guys in their high 20's talking about going back to selling drugs full time but a few of them had their friend talk them down because "one day you get caught"..

In thailand, you don't have that rational friend and they rarely catch you.

people are bagsoffeces everywhere.

Thai selling drugs rarely get caught? Check the prisons.

Do agree with you that law enforcement is a major reason for e.g. the road carnage.

Im not going to repeat myself. If you don't want to realise the truth because it does not fit your idea, so be it.

The prisons are over full and their is no where to put new prisoners without releasing some for good behavior, so they only go after the distributors and major dealers who do not pay for protection

That might the case in north America but they go for the low hanging fruit here I've seen it, eight Thai cops and one from Laos to nab someone with a couple of joints.  A fellow that didn't even own a motorbike and slept on a different couch each night.

The police here mainly go after the little guys involved with drugs and rarely catch the big boys.   A 21 year-old man I know recently spent 6 weeks in jail, as he could not afford the 150,000 bail money, having been caught with two botlles of coca cola while on his way back to his condo room where two of his mates had just been arrested following a police raid . Apparently,  they had some special leaves to be boiled up with the coca cola to make  some "druggy" drinks for their evening together.  When his case came up at the end of the six weeks, he was released without a fine as the time spent in jail apparently already exceeded the probable sentence for his crime.

As a result of his "hideous" crime, he lost his job, following which he also lost his rented condo room.  A lesson learned indeed, although it does seem to be a bit out of proportion to some other much more serious cases. where more lenient sentences are occasionally dished out by the courts.
