Is there a passport office to apply for thai psssport near Phitsanulok?

My wife got her last Thai Passport from the City hall at Phitsanulok. Took about twenty minutes. But that was a few years ago.

Not near,  it's in P/lock remember it's off the main road before a big temple next to the main river bridge, we asked there, found it easy.
