Sun-loungers of Sand

Just been to Phuket and saw these "sun-loungers" of sand in Patong Beach &  Laem Sing Beach. Quite funny actually (in my opinion) but now I read in the Phuket Gazette these are now forbidden as well?? What do they expect? Tourists to be in the sun the whole day? One thing I also noticed, while NOTHING is allowed at Surin, at Bang Tao beach everything seems to be "normal", sunbeds everywhere, beach restaurants etc. Why is there such a big difference between Bang Tao & Surin?

The answer is as follows:

There has been virtually no follow up enforcement following initial clearance, hence the creeping back of encroachment and commercial facilities on the sand of Bangtao and Layan beaches etc. They will never go away.

However the situation is different at Surin. Clearance was 100% and it has been widely touted as the "King's park beach" and is high profile. The big clubs (Catch etc) and even small vendors know there is no future in encroachment there and will not risk spending a bean. They just occupy the car park instead.
