Friend went up to get a bike license 3 weeks ago and they told him to come back on 21st Feb at 8am. I'm sure you used to able to go up with correct paperwork and they would issue you one on the day!.

If your friend did not have a licence from his home country, then yes it might be necessary to book an appointment. 

Yes I heard that you now need an appointment...when taking the full test...not sure if you need one to "convert" your home license to Thai version which still requires some testing (vision and reaction tests)

I can not comment specifically on the Chonburi DLT (Pattaya).

What I can tell you, is that 3 weeks is moderate/average.

Many DLT offices are overloaded with applicants.

And as written in post #2 your friend obviously wants to do the full tests for a license from scratch.

Conversion from foreign license (or IDP) is usually down same day.
