Looking to buy a new laptop, any suggestions around Udon Thani

 

Not wanting to spend more than around 20,000 baht although wanting latest windows and and 8GR, am I being realistic, or will I have to go up in price, never purchased in Thailand so don't know.

I think you would be better of looking online to see exactly what is available at your price point, Lazada and Ivadeit in Hua hin would be good starting places.
