The website seems to indicate no. Anyone know for sure? 

Under the reciprocal agreement between Russia and the U.S. to issue three-year visas on a mutual basis, you SHOULD be able to apply for a Russian visa at any Russian consulate or embassy (just as Russians can apply at any American embassy or consulate). Nonetheless, you should contact the embassy beforehand to insure they are in fact following the agreement.

Their www site looks pretty restrictive as to who can get a visa in Thailand:

"The Russian Embassy in Bangkok is empowered to issue Russian visas (all types except transit visas) only to foreigners who hold a Thai residence certificate or who have been granted permission to stay in Thailand continuously over 90 days."
