Fingerprint scanning to be introduced for all new Thai SIM card requests from May

Does this mean that every 7-Eleven, every shop selling SIM cards, will have a fingerprint scanner? 6,000 scanners won't be enough for the whole country, perhaps not even for Bankgok.
