That เดือน means month, I know, but what does เดือนขึ้น mean? In the context of the definition of โรงแรม (hotel) in the Hotel Act, cited below, does it mean up to one month, or does it mean from one month upward, ie one month or longer?

(๒) สถานที่พักที่จัดตั้งขึ้นโดยมีวัตถุประสงค์เพื่อให้บริการที่พักอาศัยโดยคิดค่าบริการเป็น

รายเดือนขึ้นไปเท่านั้น

(๓) สถานที่พักอื่นใดตามที่กำหนดในกฎกระทรวง

This sentence describes a type of lodging which is not included in the definition of a "hotel". The words "เดือนขึ้น" are part of two separate phrases. "เป็นรายเดือน" means "computed on a monthly basis".  The phrase "ขั้นไป" means "increased". In this case the latter phrase means "less frequently" or "more than a month's time."
