BANGKOK, 19 July 2017, (NNT) - A memorandum of understanding (MOU) on maintaining transparency has recently been signed by governmental units and private organizations for two new multi-billion baht projects. 

The signing ceremony was presided over by Energy Minister General Anantaporn Kanjanarat. The projects include further construction on the fifth natural gas land pipeline linking the provinces of Chachoengsao and Nonthaburi and the establishment of a new receiving terminal for liquid natural gas (LNG) in Rayong province. Both projects belong to state-owned PTT Plc. 

The MOU binds related units to the transparency declarations. Under the agreement, all partners are subject to various inspections, including on auctions and contracts. Nine experts will be appointed to conduct the probes. 

According to the PTT’s policy, the MOU on transparency and ethics should be sign for projects worth more than a billion baht, as part of the company’s efforts to demonstrate its intention to fight corruption in all forms. 

Both the pipeline and the LNG-receiving terminal projects have a combined budget of a hundred billion baht. They aim to increase natural gas output in the eastern region for power plants in the western region, creating more energy security. The new facility in Rayong is expected to handle 7.5 million tons of LPG per year. Both projects are slated for completion by 2022.

That would have been a more fitting headline.

Yeah, and where was this committee and the "transparency" for the purchase of jets, tanks, subs, and other unneeded and unnecessary military hardware "toys for boys"???

 

MoU' are a joke everywhere......in reality, it is just wealthy pricks pretending to be honest citizens..corrupt governments pretending to be honest...meaningless public relations that everyone well knows, are a farce!
