I carry an expandable pocket baton whilst on my walks. I only carry in areas where there aren't to many people about.. A couple of times, near vacant blocks of land I have had dogs come at me with definite intents to bite me, I pulled the baton out and the 3 extension clunking noise it made was enough to scare the dogs away. No cruelty,  certainly worked.
