Have a go at the yacht clubs in Pattaya;

Ocean Marina and Veruna (Varuna?) yacht club.

 

 

It would be helpful if you could provide a little more details, because a small sailboat could mean different things to different people, i.e. maybe a small dinghy such as a Lazer, or something with a keel and perhaps some accommodation (a day sailer).   If you search Facebook for Phuket Marine (https://www.facebook.com/search/top/?q=phuket thailand yachts boats marine watersports asia classified for sale), there's always a host of different types of boat and marine equipment for sale.   You could also visit some of the Marina's and speak to maybe the Manager(s) there, who usually know what's for sale.   There is also the Phuket Yacht Club in Chalong who again have knowledge of who's selling what, again depending on what exactly you're looking for.   If and when you do get a boat, you may well be looking for either onshore storage or perhaps a mooring.   Again, places like the Yacht Club would offer suggestions.
