Testing is not proactive, unless there's a large cluster which forces them to do large scale local testing. Looking at today's numbers you can see searching found 155 cases, whilst 3,811 cases were walk-ins. The 1,157 test kit results aren't included in the total of 4,000. So I trust the trends but consider the numbers indicative only.
