From the desktop: the weather is dry/calm since 2(?) days and no big rain in sight for the route. Google route (no tollways) shows no extraordinary problems. Flooding in Pattaya is short lived in the known problem zones. Bangkok roads quite empty for the long weekend. All in Pattaya Expect heavy traffic in P city. -
Have you booked online and got a confirmation email? There you would find contact information (email or closest office?). I would try to contact them before check-in next week. The title is a bit generic and easily overlooked. You need special assistance when arriving with Thai Airways? Better contact TG before flying (best 3 days ahead). A buggy can be arranged but likely for a price. I assume you have already booked. As far as I remember at online booking you can request special assistance.

For the Buddhist holidays I doubt that there is freedom of choice since the military rule. Mr. P. introduced the strict rule for those holidays. All else is closed shutter/lights out/code-word at the flap for the bars that are desperate enough.

An example where "holiday" calendar fails. It was not a public holiday but an important Buddhist holiday. On major Buddhist holidays there is always an alcohol ban/entertainment closed. When trying to find a reliable source in English just about these I failed The forum here will give an advance warning usually a few days before (like for Oct 10th).

There no guard rails to be seen at the accident site. Long stretches of 344 are divided 4 lane (2/2) but no guard rails to the left. Only parts are lit up. One of them is the accident site. Similar to here: https://goo.gl/maps/ZSfNwwkecPf6MJVw8 Without knowing the exact site (only subdistrict) hard to tell. The second picture in the report shows how much road space in one direction there is. No excuse to ram into a truck parked sharply to the left. Microsleep is my guess. -
Of course it's an individual thing how you like your pool. And I can only speak about Pattaya. And more than once I needed willpower to swim in the pool mid December. During the hot months I swim in the pool before breakfast. But not in December/January! "Polar bears" will laugh at it but I am simply accustomed to warm pools. And I guess Chiang Mai won't be better?

Don't be too quick. 1000? No. 1500? No. But I find a few places near beach/centrally for under 3000 in the first week of December (used booking.com). Pool makes the difference. Of course expect prices rising the closer you come to X-mas/NYE. I will not give any names as I stayed on Phuket only two times since 2017. Around X-mas I stayed at a place about 300 m from north end of Patong beach for about 1000/night (with tiny pool). But that was before the opening of the country (during sandbox phase).

After the madness of battery powered cars now the complete utter nonsense of battery powered aircraft. Nice toy, maybe for a billionaire estate. Flying from his tennis court to the veranda for dinner. And now look at a typical Bangkok traffic nightmare and imagine that only 20% of those would try to use airspace. Battery powered: exporting pollution to battery production and horrendous multi-fold demand for natural resources (mining).
