12th, last day before holidays and offices usually busy and same day is not a rule. Even at quiet Khon Kaen it came morning next day. ? PO = post office? Postal mail? That might be too late. They expect it to arrive before due date. Your latest for report in person would be Tuesday 26th. I do online as early as possible (two weeks before due date). Would have been the 6th in your case. -

Tickets from highway police (which the OP seems to be about) can not be paid a communal police stations. I didn't find out how I can pay online for highway tickets as a foreigner. How does it work? Could not even pay at the ATM. Would only work if you have an account at Krungthai Bank (through which the highway police tickets are handled). Went to Krungthai Bank, cash with added 20 Baht fee. -

Driving schools outside the big cities are rare. I think we have one within two districts. Very few Thais here go through a driving school. They learn how to open, start, hold the wheel, find the pedals, gear box if any and off we go. I always wonder what these drivers are who ride a 6 cylinder limo on a highway going 40 km/h (25 mi). I think they are afraid of themselves. -

That's the general rule. Few highways fulfilling certain conditions (e.g. no U-turns, concrete divider ...) have been lifted to 120. I one has not seen an explicit 120 sign, the limit is 90 for divided highways. -

The plastic stuff comes from China in any case. Shipped to production sites where the actual chocolate is added. I learned that multinational food giants (like Mondelez) produce wherever it is most favorable. For example there is "Milka" chocolate originally Swiss brand. If you buy it here it is Made in Australia. Similar for "Nutella" (some hazelnut/coco spread), originally Italian brand. No way that you buy Made in Italy here. I think also Australia. I should add that I neither consume Milka nor Nutella Lindt chocolate Made in Switzerland for me. That is really imported and comparably expensive. -
The yearly big excitement about the "Songkran carnage". It never has been true at least for the number of road deaths. There is nothing better for road safety than big fat jams/gridlocks. (and of course the Covid downturn, bans add to that) Sunday's numbers must be among the lowest ever seen, 21 deaths of which 16 on motorbike.

The topic title is a bit unfavorable. Sure the airport is quite away from Buriram city in Satuek district but of course referred to as Buriram Airport ( code: BFV). Even Avis shows some booking site for that: https://www.avis.com/en/locations/th/buriram/bfv Another option might be taking transport to the city and find something there?

Hope Michelin knows their business. Just searched a bit and they are announced for 2024 in Europe. So really surprising to see these in Thailand. I again bet for a test drive/vehicle.

Michelin Uptis? Surprised that they are (already) on the road here? Last I have seen was from engineering and test of these. Maybe a test ride/vehicle?

Needs a glass bowl to foresee whether the strict bans will actually be enforced (no water splashing, no alcohol in public [street, beach etc]). Songkran official dates are 13 to 15 but there is the weekend following (16, 17). Be prepared for some crowds/heavy traffic at the hotspots. I read that there will some traditional festivity will be hold on he weekend? Yawn.

The only interesting part for me is: will Easter and Songkran overlap? And this year they do on Friday Lost a bit of interest in the Sunday Urbi et Orbi since HE does not try the Thai Christmas wishes anymore. The whole event has become somewhat mundane. Miss the bells and whistles, the noble robes... -
