Hi all.  Just curious and need some direction before I have a falling out with a vendor.  I know Monday is a Govt holiday here in Thailand, but is it expected or normal that private sector firms take Monday off as well?

It depends on the business and the industry.

As this date is very close to the sensitive time of the Royal Cremation of the late His Majesty King Bhumibol then this year may be different to previous years.

Chulalongkorn Day is a standard annual national holiday, and under Thai Labor Law, it is one of the paid holidays to which workers are entitled.   Generally, businesses based in office buildings are closed, with rare exceptions.
