Soi Dogs Can Anything be done

Call in the authorities. I've found them very effective in Pattaya in removing dogs that are out of control. If anybody shows up to claim ownership they can be charged and fined for allowing an unleashed dog on public property.

...which comes to no surprise as this is a nice little extra earner for the "authorities",  considering the gazillions of Chinese mainland visitors who r usually fed at remote location restaurants and just LOVE cooked canines

When you start putting dogs before humans, it's the end of civilisation as we know it.

You didn't get it, they are putting dogs before farangs, not humans.

I do get it, very much so. It doesn't matter whether a dog bites a Thai or a foreigner, that dog will be protected.

Soi Dogs Can Anything be done?

The reality of the situation.  It's out of your circle of control.  So ultimately - "No.'  On a case by case basis for strays, then there is some hope.  When it comes to the rights of an aggressive soi dog over the welfare of a human, well, it's Thai culture that puts itself in the corner of the soi dog regardless of who it bites and how badly.
So, like I said, "It's out of your circle of control."
