What is the procedure for transferring ownership of a car to someone who is not a Thai citizen, but lives here on a retirement visa? No money is changing hands.

If money changes hands or not, the office will take it's share in a estimated value of the vehicle and calculate the fees on that base. Best way to do the transfer is let the old and new owner go to the LTO together, both bringing their passport/IDcard. Probably several copies will have to be made, but the process is quite painless.
