As I am finding it impossible and incredibly frustrating trying to apply for the visa waiver program online (it simply will not accept my passport photo), can I apply for a standard 90-day visa at the US consulate in Chiang Mai?

The U.S. Consulate in Chiang Mai can take your request for a tourist visa if that is what your asking about.  You seem to be a bit uninformed on dealing with such things, you may want to go to a visa service in Chiang Mai and have them do all the work for you.

The U.S. Consulate Chiang Mai will not be able to help him with this.  If the OP is having trouble using the online system, then the suggestion to employ a visa agent is probably a good one.  Star Visa, near the U.S. Consulate receives good review from everyone.  

Photo specs are online. Initially it was unclear to me how to input the photo. I think I dragged and dropped it in and it worked.

Is the PO having difficulty putting the photo in or is the problem refusal after successfully putting it in? If the latter, carefully check photo against the specs, several required dimensions and pixel count.
